UN-Habitat, IOM and UNHCR as United Nations agencies with mandates related to human settlements, migration and refugee protection propose an inter-institutional project to reduce the vulnerabilities of migrants and refugees from Venezuela with funds from the EUROPEAN UNION, and address the impact on the members of the host community in relation to the populations of host cities in general in the communities of Latin America and the Caribbean.
Latin America is distinguished by a very progressive framework towards human mobility, including asylum. Numerous agreements on free movement, the Cartagena Declaration of 1984 (translated into the legislation of 15 countries of the region), the Mercosur Residence Agreement of 2002, several Andean Community regulatory instruments (“Decisions”) and the Declaration and Brazil Action Plan 2014 are an expression. of the leadership of the region in promoting regional and integrated responses to migration and asylum. On a balance sheet of the Brazil Action Plan in February 2018, the States issued the so-called 100 points of Brasilia, contributing to the consultations on the Global Compact on Refugees. In it, the States reiterated their «commitment to regional solidarity, South-South cooperation and the shared responsibility to find effective and predictable responses to the humanitarian needs of displaced persons, asylum seekers, refugees and stateless persons». Many of the outstanding good practices relate to local integration. The important role of local authorities is also recognized.
The EU has been at the forefront of promoting comprehensive responses, led by development, to forced displacement, its approach established in the 2016 communication «Live with Dignity» and confirmed in the new European Consensus on Development. The EU, therefore, supports a large number of host countries around the world to promote the socio-economic inclusion of people displaced by force and resistance from host communities. The present action would promote the new approach in the Americas. With regard to local actors, the Communication emphasized: “Close cooperation with local authorities, as well as long-term investment in their response capacity is crucial to ensure local ownership and sustainability of the response. The most innovative approaches are developed at

this level, such as cooperation between cities to boost capacity in areas such as
urban planning, local economic development and service delivery. »
The action also responds to the 2030 Agenda for Sustainable Development call to
leave no one behind and to better manage migration and refugee movements. It
contributes mainly to the progressive achievement of Goals 10.7 and 11.1 of the
SDGs, but also to 16.7. It would also support the paradigm shift initiated by the New
York Declaration and carried out under the Global Pacts on Migration and Refugees,
where local authorities are identified as key stakeholders. In addition, the Action will
contribute directly to the thematic priority of the Gender Action Plan II (2016-2020)
entitled «Promoting economic and social rights and the empowerment of girls and
women», in particular through «better access from women of all ages to decent work
and national social protection floors.
Finally, the action is articulated and complemented by the Regional Plan for Refugee
and Migrant Response (RMRP) developed by the Interinstitutional Coordination
Platform for Refugees and Migrants of Venezuela to meet the needs of 2.2 million
refugees and migrants in 16 countries. Its main objective is to coordinate the
response to the needs of refugees, migrants, returnees and host populations, in a
complementary manner with the Government. The RMRP is a coordinated
operational response among 95 partners to generate complements and synergies
in the field work that directly benefits migrants, host populations and authorities. The
specific objectives of the platform are: a) To serve as a coordination space for its
members in order to facilitate a joint operational response that supports the efforts
of the Colombian state, based on the rights of those who need international
protection and migrant population; b) Seek to ensure that refugees and migrants
have equal access to available humanitarian services and resources without
discrimination or distinction of age, gender and diversity; and c) Advocate for the
principles of humanitarian protection with a focus on rights, at the individual and
community level, to promote positive and constructive relationships with host
communities
• Assist in the implementation and monitoring of project activities.
• Retrieve, compile, summarize, and present information/data on specific project
topics.
• Monitor budget; verify availability of funds; obtain necessary approval and
update budget related information.
• Support administrative coordination of project implementation, involving liaison
with diverse organizational units and external parties to initiate requests, obtain
necessary clearances, process and follow-up on administrative actions, etc.
• Draft status reports, identifying shortfalls in delivery and bringing them to the
attention of the supervisor.
• Draft correspondence, reports, briefing notes, graphics, statistical tables,
presentations and other forms of documentation.
• Organize meetings, workshops and training sessions.
• Respond to general information requests and inquiries; set up and maintain
files/records.
• Perform other related duties as assigned.
